Abstract

Regional financial management covers a wide range of matters, from budget planning, revenue and expenditure management, to financial reporting. The main objective of regional financial management is to create transparent, accountable, effective and efficient financial governance, so as to encourage economic growth and people's welfare in the area. However, regional financial management is also faced with various challenges, such as a lack of competent human resources, lack of transparency and accountability, as well as practices of corruption and nepotism that still occur in several regions. Therefore, the role of the community in supervising regional financial management is very important to ensure that regional finances are used appropriately and effectively for the welfare of society. This is in line with the mandate of Law Number 23 of 2014 concerning Regional Government which emphasizes that regional financial management must be carried out with the principles of prudence, transparency, accountability and community participation. This type of research is secondary data research in the form of quantitative data. A quantitative approach is used to produce descriptive data that can describe in detail the analysis after examining the situation in the field. Where is quantitative research, namely a research approach that uses a lot of numbers, since data collection, interpretation of the data obtained, and presentation of the results. In this study, the authors chose East Java Province as the object of research by establishing Regional Financial Management Data obtained from the Central Bureau of Statistics (BPS) of East Java Province. The analysis technique used is multiple linear regression analysis to test the hypothesis. While the classic assumption test is used, namely, Normality Test, Multicollinearity Test, Heterosdastisity Test and Autocorrelation Test. Overall, the indicators used in the study are valid (because the correlation coefficient is > 0.200 with a significant level of 0.05). From the results of the classical assumption test, this research has fulfilled, among others: 1.) The residuals of the two regression models are normally distributed; 2.) Both regression models are free from multicollinearity; 3.) There is no heteroscedasticity; 4.) There is no autocorrelation in the two regression models. The findings ofthe analysis conclude that all variables have a significant effect on regional income and regional expenditure on economic growth. Where it can be seen from the regional income that has increased from 2016-2022 and also in increasing public income will increase regional taxes regulated by the regional government, so that it can increase the Regional Revenue of East Java Province. And Regional Expenditure from this study Regional Expenditure has a negative but significant effect on Economic Growth. Regional Expenditure in the realization of the budget is still less stable than the regional government. So the government pays more attention to building and increasing assets in the area of East Java Province.
