Abstract

Sumber daya manusia berperan penting bagi keberhasilan suatu sistem organisasi atau perusahaan. Karena manusia merupakan aset hidup yang perlu diperhatikan secara khusus oleh perusahaan. Hal ini dimaksud agar sumber daya manusia yang dimiliki perusahaan mampu memberikan kontribusi yang optimal dalam upaya pencapaian tujuan organisasi. Di Indonesia, khususnya dalam dunia usaha yang membutuhkan tenaga kerja yang banyak seperti halnya proyek konstruksi seringkali kesehatan dan keselamatan kerja diabaikan dengan alasan klasik oleh para pemilik usaha bahwa biaya untuk kesehatan dan keselamatan kerja bagi pekerja dianggap mahal.. Salah satu contoh kegiatan sektor konstruksi adalah di PT. Cahya Indah. PT Cahya Indah merupakan salah satu perusahaan di Indonesia yang bergerak dibidang konstruksi. Dimana perusahaan ini bergerak dalam proyek Preservasi Jalan Rigid Pavement Babat Lamongan Gresik. Jalan pada proyek ini mempunyai bentang panjang 16,5 km, berada pada stasiun 27 + 440 – 35 + 100 KM yang berlokasi pada Jalan Raya Babat – Lamongan – Gresik, Jawa Timur. HIRARC merupakan suatu proses pengidentifikasian bahaya yang dapat terjadi baik pada aktifitas rutin maupun non rutin yang kemudian dilakukan proses penilaian berdasarkan bahaya atau resiko yang telah teridentifikasi guna menentukan tinggi rendahnya nilai suatu resiko tersebut sehingga membantu dalam proses pengendaliannya. Dalam penyusunannya HIRARC sendiri dibagi menjadi 3 tahapan diantaranya : Identifikasi bahaya (hazard identification), penilaian resiko (risk assessment), dan pengendalian resiko (risk control).
