Abstract

Pada saat pelaksanaan proyek pembangunan jalur ganda rel kereta api Mojokerto-Sepanjang di minggu ke 43 – minggu ke 53 terjadi ketidaksesuaian jadwal pada pekerjaan dilapangan dengan yang sudah direncanakan, yang akhirnya dapat mengakibatkan keterlambatan waktu serta pembengkakan biaya pelaksanaan pengerjaan penyelesaian proyek. Dari latar belakang yang ada, maka permasalahan yang ditemukan adalah bagaimana kinerja waktu dan biaya pada proyek Pembangunan Jalur Ganda Rel Kereta Api Mojokerto-Sepanjang (Paket 9). Metode yang digunakan pada penelitian ini adalah metode kuantitatif, dimana artinya adalah penelitian yang menggunakan data yang bersifat angka dan cenderung menggunakan analisis. Metode yang digunakan adalah dengan pengamatan langsung dilapangan, dan pengolahan data dari lapangan. Hasil penelitian dengan menggunakan metode Earned Value pada minggu ke-43 sampai dengan minggu ke-53 adalah nilai CPI < 1, ini menunjukkan bahwa biaya pelaksanaan pekerjaan lebih besar dari yang dianggarkan, sehingga biaya perkiraan proyek tersebut akan terselesaikan adalah sebesar Rp 55.018.809.741,555, yang artinya disini proyek mengalami kerugian dari segi biaya. Sedangkan dari segi waktu pada minggu ke-43 nilai SPI > 1, artinya kinerja waktu sesuai jadwal atau bahkan lebih cepat dari rencana. Sedangkan pada minggu ke-44 sampai dengan minggu ke-53 nilai SPI < 1, artinya proyek mengalami keterlambatan dari jadwal rencana. Perhitungan nilai EAS pada minggu ke-53 mendapatkan hasil yakni estimasi waktu penyelesaian proyek adalah 853,993 hari atau 122 minggu, artinya proyek mengalami keterlambatan dari jadwal rencana.
