Abstract
At SAMSAT South Surabaya, there are also inhibiting factors in serving the community, both in terms of operational time in service, administration in service, information that is less effective, officer communication in conveying messages. Which can almost eliminate public awareness of taxpayers just because of inadequate service. Limited public knowledge of the types of services provided and knowledge. The purpose of this research is to know and identify the communication quality of South Surabaya SAMSAT officers in conveying motorized vehicle administration messages and to know and identify the inhibiting factors in optimizing officer communication to the public at SAMSAT South Surabaya on vehicle tax payment services. The focus of this study uses the theory of public service communication according to Hardiansyah on the Message indicator, as well as Brown and Levinson's politeness theory with positive politeness speech strategy indicators, negative politeness strategy of speaking. This research method uses descriptive qualitative research. This research was taken by means of observation, interviews, and documentation. The results obtained are the Quality of Public Service Communication at SAMSAT South Surabaya in providing vehicle administration information to increase public awareness of taxpayers.
