Abstract
The development of drug use, especially marijuana at this time, is not only for the fields of health and science and technology, but has shifted to the goal of seeking big profits by abusing it. Even though the criminal sanctions contained in Law Number 35 of 2009 concerning Narcotics contain quite heavy sanctions ranging from life imprisonment to even the death penalty. However, Narcotics crime has been transitional in nature, carried out by perpetrators using a sophisticated mode of operation, supported by an extensive network, involving perpetrators from various countries. As a result of drug abuse, the impact is especially on the nation's young generation. The perpetrators of these crimes tried to enter through liquid vapes. In one case, the liquid business actor containing marijuana used endorsement services carried out by people who had many followers on social media. However, in this case the endorser admitted that he did not know that the liquid contained narcotics because the endorser was only promoting without trying the product, it was proven by a urine test and the result was negative (-). In the Narcotics Law itself, there are elements for those who know or do not know that they have, store, control, or provide can be subject to criminal penalties.
