Abstract

Indonesia is one of the most populous countries in the world. According to the Central Bureau of Statistics (BPS), there were 255.58 million people in mid-2015. Indonesia's population will continue to grow significantly from 2015 to 2022. According to the report, Indonesia's population will reach 275.77 million by 2022. The impact of population growth such as social strife often arises in situations where it is difficult to find employment. Not to mention the problem of many children dropping out of school due to the high cost of education. The Family Planning (KB) program is one of the government's efforts to deal with the population growth rate. Judging from the success of the family planning program, it is considered quite helpful to handle the population growth rate. The innovation offered by the government to the family planning program is the Acceptor Family Income Improvement Program (UPPKA). Surabaya City is one that has started the implementation of the UPPKA program. Surabaya City is not free from poverty, which is defined as the inability to meet basic food and non-food needs assessed in terms of cost. According to BPS Surabaya City data, the percentage of poor individuals in Surabaya City has shrunk between 2016 - 2019. Meanwhile, the number of poor people increased to 145,670 people in 2020. So that the percentage of poor people becomes 5.02 percent. Surabaya City Family Planning has a role in alleviating poverty in Surabaya City through family economic empowerment called the Acceptor Family Income Improvement Business (UPPKA) program which only focuses on the Acceptor group. The UPPKA program is a productive economic venture consisting of a group of acceptor family members who are connected to each other in order to improve their family's economic function to achieve family economic independence through the UPPKA group forum. The UPPKA group is a collection of family development and family resilience activities based on goals and motivation to fill time and maximize the social and economic potential of the family through family empowerment activities in the social and economic fields. In this case, the Office of Women's Empowerment and Child Protection as well as Population Control and Family Planning of Surabay City has an important role in managing UPPKA groups as an effort to increase the income of family acceptors and vulnerable families of family economic businesses.
