Abstract
Indonesia is a constitutional state that upholds the lives of its people. In Indonesia, law governs the state, and society obeys the rules. The Indonesian government made regulations during the Covid-19 pandemic with the aim of protecting citizens from disease and preventing its spread. Indonesia also respects human rights, especially since Indonesia is a republic that prioritizes its people. During the Covid-19 pandemic, the Indonesian government made regulations regarding vaccinations and regulations governing a new life system during a pandemic in order to keep its people safe in global critical situations. The Indonesian government requires people to vaccinate as a condition when they want to do activities outside their homes, such as shopping or doing their own business and needs. As long as regulations are made, of course there will be sanctions accompanied to provide a deterrent effect, from prohibiting public facilities, to fines imposed by the central and regional governments, including delays in administrative services being carried out. Not all citizens can enjoy the Covid-19 vaccination health services from the state because not all have the freedom and freedom to receive vaccines, some have reasons because of weak immune health, having babies or parents, so they don't believe what is contained in vaccines is in accordance with what they believe. Because not everyone can receive vaccinations, there are several steps that certain groups can take in order to be able to live life as their human rights are upheld, such as taking regular PCR tests when they want to travel or continuing to self-isolate and implementing health protocols.
