Abstract

Empowerment of Micro, Small and Medium Enterprises (MSMEs) is very important to improve the local economy. However, there are still many obstacles and problems in empowering MSMEs in Indonesia. One relevant example is the lack of MSME empowerment in the Baratajaya sub-district area. In the Regional Regulation of the City of Surabaya Number 01 of 2021 Concerning Micro Enterprise Empowerment in article 1 paragraph 10 is a design made to compile a series of MSME empowerment in the city of Surabaya. Baratajaya Village was selected as one of the samples that implemented the MSME empowerment policy. To measure the implementation of the empowerment evaluation, William Dunn's theory is used by looking at indicators of effectiveness, efficiency, adequacy, equity, responsiveness, accuracy. This research uses a qualitative type in the form of descriptive. The results of this study were obtained from the Baratajaya Village, indicating that the capital provided by the government was uneven, the lack of community response in participating in socialization and training, less strategic marketing locations. The lack of MSME empowerment has an impact on low productivity, low product quality, and low competitiveness of MSME products in the market.
