Abstract

In the world of education, of course, there are various problems, one of which is violence that occurs in schools. This also happened in the city of Surabaya to respond to this problem, the Surabaya city government implemented PERMENDIKBUD Number 82 of 2015 concerning Prevention and Management of Acts of Violence in the Education Unit Environment in the hope of reducing cases of violence that occurred in Surabaya. This study aims to explain how the process of implementing PERMENDIKBUD Number 82 of 2015 occurred in the city of Surabaya. The focus of the research is that there is a process of implementing PERMENDIKBUD Number 82 of 2015 at the Surabaya City Education Office (Case Study of SMPN 35 Surabaya). This study uses a qualitative method which shows that the policy has been running well but has not been successful because there are still cases of violence that occur in the Surabaya city school environment. : policy standards and objectives, resources, organizational relations, characteristics of implementing agents, social, political and economic environment, and dispositions/attitudes of implementers.
