Abstract

This study aims to determine parking is one of the most important factors affecting traffic on highways, especially in city centers. This is why parking attendants believe that everyone who drives definitely needs parking space or services, coupled with the increasing number of motor cars in big cities today, makes parking lots a very successful enterprise. Because of the lucrative income from illegal parking services, it often causes unhealthy business competition between parking managers, leakage of parking levies from local governments, to disputes that lead to brawls between groups of thugs who usually control parking lots, which can have tragic consequences. The formulation of the problem in this study is, whether the collection of parking levies in Minimaraket is in accordance with Surabaya City Regional Regulations NUMBER 3 OF 2018 CONCERNING THE IMPLEMENTATION OF AGREEMENTS IN THE CITY OF SURABAYA, What are the legal consequences for illegal parking levy collectors in Minimarkets that occur in the city of Surabaya. This type of research uses the Normativ method, this research approach method uses the Law Approach method and conceptual approach.
