Abstract

Poverty is the inability or low income of a person to meet their needs which is of course a problem and a concern for the government in a country to take various steps to reduce the burden they feel. With this relatively high poverty, the government created a strategy that was used to alleviate community poverty through the government's social assistance program. The Family Hope Program (PKH) is a conditional social assistance program that is given to families or someone who falls into the category of poor and vulnerable who are registered in the integrated data program for handling the poor which has been processed from the center with various data until it is designated as the Family Hope Program category. PKH). But it cannot be denied that with the involvement of various aspects or people who have authority in implementing the Family Hope Program (PKH), various problems have been encountered. The purpose of this study was to analyze the evaluation of the Family Hope Program (PKH) in alleviating poverty in Dukun District, Gresik Regency, East Java and to analyze the positive and negative impacts of the Family Hope Program (PKH) in overcoming poverty in Dukun District, Gresik Regency, East Java. In this study using evaluation theory according to Ripley (Purwanto & Sulistyastuti, 2012) there are several components including: access, coverage, frequency, bias, service delivery (accuracy of service), accountability and conformity of policies to needs. The results of this study can be concluded that after obtaining the findings of existing research results in the field, then the researchers used the theory used to analyze the process of implementing the Family Hope Program (PKH) in Sawo Village and Dukunanyar Village, as a whole for the process of implementing the Family Program. Expectations (PKH) in Sawo Village and Dukunanyar Village are said to be lacking for both. For the evaluation of the Family Hope Program (PKH) in Sawo Village, it is still lacking, there are several components that are still lacking, including in terms of access, frequency, bias, service delivery (accuracy of services) and suitability of policies to needs. As for the process of implementing the Family Hope Program (PKH) in Dukunanyar Village as a whole it is still lacking, there are several components that are lacking including in terms of access, coverage, frequency, service delivery (accuracy of service). On the other hand, the positive impacts of the Family Hope Program (PKH) in Sawo Village and Dukunanyar Village include: KPM feels helped by the assistance, KPM can get services like other people, there are no more reasons for dropping out of school or other negatives regarding income and expenses which is not balanced, can indirectly change the mindset, minimizing the high poverty rate. As for the negative impacts, they include the emergence of social jealousy, expecting help to be given and sometimes making someone lazy and finally groaning for help. Apart from that, the negative impacts felt in Dukunanyar Village included: there was a burekol failure and there was a difference in the population name with the system (kasuistik).
