Abstract
Tourism development is part of national development which cannot be separated from the principle of regional autonomy. In tourism development there are several actors who play a role in the development of the sector. The actor in question is a group that has an interest in the tourism sector in order to advance the tourism industry in each region, including the government, investors, and the community. Where in this case the local government has a share and an important role in the development of tourism potential. The role of the local government as a motivator, facilitator and dynamist in the development of the Bernah De Vallei tourist attraction is the role of the Mojokerto Regency Culture, Youth, Sports and Tourism Office. The purpose of this study was to determine the role of the local government and the inhibiting factors in the development of the Bernah De Vallei tourist attraction in Kembangbelor Village, Mojokerto Regency. The research method used in this research is descriptive qualitative, with data collection techniques used are interviews, observation, and documentation. Informants in this study amounted to 6 people. Source of data consists of primary data and secondary data. Data analysis techniques include data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that the government's role in developing the Bernah De Vallei tourist attraction in Kembangbelor Village, Mojokerto Regency has been running but is still not optimal in carrying out silence as a facilitator and dynamicator. This is due to the absence of assistance, both physical and financial, provided by the government in the process of developing this tourist attraction. In addition, the Disbudporapar and several parties have not yet established cooperation which has resulted in less than optimal development of the tourist attraction Bernah De Vallei. It was also found that the inhibiting factor for the development of this tourist attraction lies in the lack of service provision to visitors due to the influence of the low quality of human resources.
