Abstract
Penelitian ini membahas implementasi Polmas (community policing) yang dilakukan oleh anggota Bhabinkamtibmas Polresta Banjarmasin bekerja sama dengan FKPM melalui program problem solving, untuk menemukan factor penghamabat dan pendukung serta mendapatkan model implementasi Polmas (community policing) sebagai upaya untuk mencegah tejadinya tindak pidana di Kota Banjarmasin. Penelitian ini menggunakan pendekatan deskriptif kualitatif, penggunaan metode dan pendekatan ini sesuai dengan tujuan pokok penelitian, yaitu untuk mengkaji, mendeskripsikan, menganalisis data, dan informasi sesuai kebutuhannya. Tehnik yang dipergunakan melalui observasi, wawancara, dokumentasi. Penelitian ini berfokus pada beberapa pokok pembahasan yang terkait dengan permasalahan yang diangkat yaitu untuk mengetahui dan menganalisis factor - faktor yang menghambat dan mendukung implementasi Community Policing dalam upaya pencegahan tindak pidana di Kota Banjarmasin dengan menggunakan informasi yang didasari Teori George C. Edward III. Hasil penelitian ini bahwa implementasi kebijakan Polmas / Community policing di kota Banjarmasin telah terlaksana dengan baik dikarenakan ketepatan penunjukan pelaksana program yang tepat, diterimanya program oleh warga masyarakat yang menjadi sasaran dan peran aktif para tokoh - tokoh masyarakat yang terlibat dalam implementasi kebijakan, tetapi hal tersebut bukannya tanpa adanya hambatan - hambatan yang harus di tanggulangi, misalnya keterbatasan anggaran dalam implementasi, pelaksana program / Bhabinkamtibmas yang merangkap tugas lain, adanya anggapan masyarakat bahwa tanggung jawab Kamtibmas hanya pada aparat keamanan saja dan kesadaran hukum warga yang masih rendah. Model Iplementasi kebijakan yang dilakukan pada penelitian ini menggunakan teori George C Edward III dengan 4 (empat) faktor yaitu 1) Komunikasi; 2) Sumber daya; 3) Disposisi dan; 4) Struktur birokrasi, masih sangat diperlukan penambahan satu factor penting setara dengan ke empat faktor lainnya yaitu faktor tokoh masyarakat lokal (ulama setempat dan ketua RT) yang merupakan wujud partisipasi masyarakat agar program dapat berjalan lebih efektif dan efisien sesuai dengan situasi dan kondisi obyek penelitian. Dengan adanya partisipasi masyarakat yang merupakan ciri dari model botton up, maka model Edward III yang berprespektif top down terbukti tidak relevan untuk di implementasikan, sehingga diperlukan pendekatan sintesis (Hybrid Theories) yang merupakan model campuran / penggabungan dari kolaborasi pemerintah dengan partisipasi masyarakat. Peneliti menamakan temuan penelitian ini sebagai kebijakan “Deliberative Participation Local” yaitu mengutamakan musyawarah untuk mufakat dengan mengikutsertakan para tokoh masyarakat lokal yang berada di lingkungan sekitarnya dalam melaksanakan pemecahan masalah sosial untuk mencegah terjadinya tindak kejahatan.
