Abstract
This study aims to analyze the implementation of activities, the factors that influence it, and find a model for implementing the Character Education Strengthening Policy in junior high schools that uses the concept of five working days a week. This study used a qualitative approach with semi-structured interview data collection techniques, observation, and documentation —the validity of the data used source and theory triangulation. This study's results indicate that the implementation of the Strengthening Character Education policy through five school days in Gresik Regency has been going well. Factors affecting the implementation of activities in the policy implementation process are; (1) the principal as the leader, (2) budget resources, (3) the condition of the community, which includes; parents or family factors, cultural factors, and institutional factors. The model for implementing the Strengthening Character Education policy through five appropriate school days consists of a series of activities, such as; (1) the principal as the leader, (2) the implementation of the socialization of the policy and the preparation of the School Work Plan, (3) the condition of the community, and (4) the adequacy of resources, including; human resources, budget resources, equipment resources, information resources and authority, and (5) school organizational structure. This suitable model impacts real, positive change on students, families, schools, and communities. Keywords: Policy implementation, Strengthening Character Education, Five days of school.
