Abstract

Dinas Perhubungan Provinsi Jawa Timur dalam memenuhi tugasnya di bidang perhubungan, melakukan pengadaan beberapa proyek melalui Layanan Pengadaan Secara Elektronik (LPSE). Namun pada pelaksanaannya transparansi hanya pada masa pelelangan proyek, tidak dimbangi dengan transparansi dalam hal penilaiannya. Ada beberapa kriteria yang menjadi dasar acuan penilaian dalam menentukan pemenang tender proyek diantaranya administrasi, teknis, harga dan kualifikasi. Saat ini proses penentuan pemenang tender proyek tidak memperhitungkan keempat kriteria yang ada namun lebih menekankan nilai dari salah satu kriteria yang unggul saja. Disamping itu perusahaan yang sudah menjadi langganan dengan hasil kerja yang sudah terbukti akan mendapat nilai lebih. Dalam hal penilaian tersebut terdapat multi-kriteria, maka dibutuhkan suatu metode guna memberikan rekomendasi pemenang tender proyek secara tepat dan akurat. Metode yang dipakai adalah Analytic Hierarchy Process (AHP). Berdsarkan penelitian sebelumnya metode AHP dianggap mampu menyeleksi alternatif terbaik dari sejumlah alternatif dengan memperhitungkan semua kriteria yang digunakan dalam penilaian. Berdasarkan pengujian terhadap 10 proyek di Dinas Perhubungan sepanjang tahun 2019 dengan menerapkan metode AHP untuk menentukan pemenang tender proyek menghasilkan tingkat kecocokkan sebesar 94 %. Dengan demikian dapat disimpulkan metode AHP efektif digunakan sebagai solusi penentuan pemenang tender proyek.
