Abstract
In this dissertation research, it has two objectives: first, to analyze and discover the urgency of forming responsive regional regulations to create good local governance. Second, to analyze and find the concept of forming Responsive Regional Regulations to realize good local governance. The type of research used is normative law with statutory, conceptual and philosophical approaches. From the results of the discussion it can be concluded that the urgency of forming responsive regional regulations to realize good regional governance is: 1. To realize justice and provide protection of human rights through community participation in the formation of regional regulations. 2. To realize good regional regulations in accordance with the principles of legality, "principles can be implemented" and "principles can be recognized" and formed in accordance with the interests of the community. 3. To address community problems in various aspects and fill legal voidstaking into account existing regulations, which will be amended, or which will be revoked in order to guarantee legal certainty and a sense of justicePublic. 4. To meet the legal needs of the community, it must be formed in accordance with the laws that live in society. Meanwhile, the concept of forming a responsive regional regulation to realize good regional governance is: 1. Formation of a responsive regional regulation must prioritize the principle of Meaningful Participation; 2. Formation of Responsive Perda mustcomply with the formal and material principles in the formation of Legislation; 3. Formation of Responsive Regional Regulations must pay attention to the values that live in society; 4. Responsive regional regulations hcurrents reflect the value of legal certainty and justice; 5. Formation of Responsive Regional Regulations must be made based on correct scientific research (Academic Documents) and involve design functional officials and/or experts; 6. Formation of Responsive Perda mustformed through appropriate stages/procedures; 7. Strengthening preventive and repressive supervision by the Central Government; 8.
