Abstract

Kesehatan merupakan hak setiap warga negara dan hak setiap warga negara dan merupakan salah satu unsur kesejahteraan umum dari tujuan nasional bangsa indonesia sebagaimana termaktub pada alinea ke 4 pembukaan UUD 1945. serta membatasi pergerakan masyarakat akan mempengaruhi kesehatan mental masyarakat. Oleh sebab itu berbagai progam dan kebijakan dibidang kesehatan semestinya memiliki prinsip- prinsip non-diskrimitif, partisipatif, dan berkesinambungan guna menjamin ketersedian sumber daya manusai yang berkualitas dengan derajat kesehatan yang optimal sebagai prasyarat kesinambungan pembangunan nasional. Di lain pihak setiap upaya pembangunan nasional semestinya dilakaksanakan dengan berwawasan kesehatan dalam arti pembangunan nasional harus memperlihatkan aspek aspek kesehatan masyarakat. Kesehatan merupakan suatu hal yang sangat penting bagi kehidupan masyarakat. Dalam Undang- Undang Dasar 1945 menegaskan bahwa Pasal 34 ayat (3) “Negara bertanggung jawab atas penyediaan fasilitas pelayanan kesehatan dan fasilitas pelayanan umum yang layak”. Tujuan penelitian yang ingin dicapai oleh peneliti dalam penelitian ini adalah sebagai berikut untuk mengetahui dan mendeskripkan implementasi peraturan Walikota Surabaya di Dinas Kesehatan dalam pelaksanan progam pelayanan kesehatan gratis bagi masyarakat yang di biayai Oleh APBD Kota Surabaya. untuk mengatahui faktor – faktor yang mempengaruhi implementasi peraturan Walikota Surabaya di Dinas Kesehatan dalam pelaksanan progam pelayanan kesehatan gratis bagi masyarakat yang di biayai oleh APBD Kota Surabaya. Penelitian ini menggunakan metode kualitatif. Jenis penelitian kualititatif yang digunakan pada penelitian ini dimaksudkan guna memperoleh data yang mendalam dari lapangan maupun pembuatan kebijkan ini. Sumber data penelitian yaitu sumber objek dari tempat peneliti, disini peneliti mengunakan tehnik wawancara dari informan.Tehnik analisis data dimulai dari mencari informasi melalui wawancara secara langsung dan tahap akhir menarik kesimpulan. Dari hasil Secara keselurahan dan melihat pelaksanaan kebijakan gratis ini menurut peniliti sudah baik. Tinggal memperbaiki yang masih kurang terutama sosialisasi kepada masyarakat Kota Surabaya, Perbaikan dalam penerima ganda dan pengkinian data penerima kesehatan gratis ini karena kebijakan gratis ini sangat bermanfaat Bagi Kota surabaya apalagi biaya pengobatan semakin mahal, maka dari itu maka semua pihak harus harus melakakun tanggung jawabnya dan masyrakat antusias dalam kebijakan ini. Jika hal ini di perbaiaki maka kebijakan ini sudah bisa membantu untuk mencapai tujuan kebijakan ini.
