Abstract

Penelitin ini bertujuan untuk memberi Batasan perlu ada aturan yang membatasi periodesasi masa jabatan anggota DPR dan DPD. Dalam banyak kasus, orang yang sudah lama berkuasa menyalahgunakan kekuasaannya. Jenis Penelitian Jenis penelitian ini adalah penelitian hukum normatif atau penelitian kepustakaan yaitu penelitian yang dilakukan dengan menggunakan kepustakaan, baik berupa buku, jurnal ilmiah, media massa dan internet serta referensi lain yang. Ada persoalan hukum, sehingga perlu ada aturan yang membatasi periodesasi masa jabatan anggota DPR dan DPD. Dalam banyak kasus, orang yang sudah lama berkuasa menyalahgunakan kekuasaannya. Siapapun yang memegang kekuasaan dan bagaimanapun baiknya dijalankan, memiliki benih kekuasaan atau kemampuan potensial sebagaimana pepatah klasik Lord Acton tentang “power tends to corrupt, but absolute power corrupt absolutely” yang diartikan, kekuasaan cenderung untuk korup, dan kekuasaan absolut pasti korup secara absolut.Sampai saat ini belum terbantahkan. Penyelenggara pemerintahan menempatkan diri mereka di atas rakyat dan menganggap diri mereka sebagai sumber segala tatanan yang berlaku.Perlu merevisi masa jabatan DPR dan DPD perlu segera direalisasikan, mengingat urgensi dari sisi keadilan hukum, buruknya dimensi demokrasi, dan regenerasi kepemimpinan. Dalam rangka memenuhi kebutuhan untuk mewujudkan sistem pemilu berdasarkan konstitusi yang demokratis. Menyelesaikan problematika perlu peraturan hukum berkaitan tentang pembatasan masa jabatan DPR dan DPD. Konsep pembatasan masa jabatan DPR dan DPD. Konsep pembatasan hanya dua periode. Dan juga Lembaga yang paling relevan diberikan kewenangan untuk menilai apakah calon anggota dewan sudah dua periode apakah belum adalah Komisi Pemilihan Umum (KPU)
