Abstract

Indonesia membutuhkan tenaga kerja baik dari dalam maupun luar negeri. Izin juga harus diperlukan bagi pekerja asing untuk memasuki Indonesia karena akan terlibat dalam kegiatan yang berhubungan dengan tenaga kerja. Penyuapan, tindak pidana yang dilakukan dalam jumlah besar, berpotensi merusak institusi dan nilai-nilai demokrasi, nilai-nilai etika, dan keadilan dalam skala global, yang mengancam stabilitas dan keamanan masyarakat. Diskriminasi, kemunafikan, dan persaingan usaha tidak sehat semuanya merugikan pembangunan berkelanjutan dan supremasi hukum.Sebagai salah satu unit pelaksana teknis Kementerian Hukum dan Hak Asasi Manusia (HAM), Direktorat Jenderal Imigrasi diberi tanggungjawab oleh pemerintah Indonesia untuk mengatur lalu lintas orang asing antar negara dan mengawasi kedatangan, kehadiran, dan kegiatan orang asing sampai mereka meninggalkan wilayah Negara Republik Indonesia. Sebagai acuan untuk mengatur masalah lalu lintas orang asing yang berhenti atau tinggal dalam jangka waktu tertentu, pemerintah Indonesia menerbitkan peraturan dalam bentuk Undang-Undang berupa Undang-Undang Nomor 6 Tahun 2011 Perubahan Atas Undang-Undang Nomor 9 Tahun 1992 tentang Keimigrasian.Korupsi adalah tindakan tercela yang terjadi setiap tahun. Masyarakat selalu menjadi korban dari praktik-praktik korupsi ini, yang telah mendatangkan malapetaka bagi bangsa. Dalam bahasa Belanda korupsi disebut corruptie yang mengandung arti perbuatan korupsi, penyuapan. Korupsi adalah kejahatan luar biasa (extraordinary crime) yang berdampak signifikan pada keuangan negara, mempengaruhi banyak pihak. Kejahatan kerah putih (White Collar Crime) adalah istilah yang digunakan untuk menggambarkan korupsi. White Collar Crime dapat didefenisikan sebagai suatu perbuatan dalam sekelompok kejahatan yang spesifik dan bertentangan dengan hukum pidana yang dilakukan oleh pihak profesional, baik oleh individu, organisasi, atau sindikat kejahatan, ataupun dilakukan oleh badan hukum atau menurut Sutherland, White Collar Crime adalah kejahatan yang dilakukan oleh orang yang mempunyai stasus sosial ekonomi yang tinggi dan terhormat dan melakukan kejahatan tersebut dalam kaitan dengan pekerjaannya. Permits should also be required for foreign workers to enter Indonesia as they will be involved in labor-related activities. Bribery, a crime committed in large numbers, has the potential to damage democratic institutions and values, ethical values, and justice on a global scale, which threatens the stability and security of society. Discrimination, hypocrisy and unfair business competition are all detrimental to sustainable development and the rule of law. As one of the technical implementation units of the Ministry of Law and Human Rights (HAM), the Directorate General of Immigration is given responsibility by the Indonesian government to regulate the traffic of foreigners between countries and supervise the arrival, presence and activities of foreigners until they leave the territory of the Republic of Indonesia. As a reference for regulating the traffic problem of foreigners who stop or stay for a certain period of time, the Indonesian government issues regulations in the form of a Law in the form of Law Number 6 of 2011 Amendments to Law Number 9 of 1992 concerning Immigration. Corruption is a despicable act that occurs every year. Society has always been a victim of these corrupt practices, which have wreaked havoc on the nation. In Dutch corruption is called corruptie which means acts of corruption, bribery. Corruption is an extraordinary crime that has a significant impact on state finances, affecting many parties. White collar crime is a term used to describe corruption. White Collar Crime can be defined as an act in a group of specific crimes and contrary to criminal law committed by professionals, whether by individuals, organizations or crime syndicates, or by legal entities or according to Sutherland, White Collar Crime is a crime committed by people who have high and respectable socio-economic status and commit the crime in connection with their work.
