Abstract

Penelitian ini bertujuan untuk mengetahui akuntabilitas dan transparansi bantuan tunai langsung dana desa pada masa pandemi covid-19 di Desa Watuliwung Kabupaten Sikka. Penelitian ini bersifat kualitatif. Data-data yang diperoleh melalui wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan yaitu pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan. Sebagai informan dalam penelitian ini yaitu aparat desa antara lain kepala desa watuliwung, bendahara desa, kasie kesejahteraan, ketua BPD dan ibu Rt-018 serta masyarakat penerima Bantuan Langsung Tunai (BLT). Hasil penelitian menunjukkan akuntabilitas dan transparansi bantuan langsung tunai dana desa pada masa pandemi covid-19 di Desa Watuliwung Kabupaten Sikka, sudah berjalan dengan baik sesuai dengan ketentuan yang berlaku dan mengikuti protokol kesehatan. Hal ini terlihat pada kesiapan aparat desa dalam pertanggungjawaban bantuan langsung tunai dana desa melalui surat pertanggungjawaban (SPJ), yang telah di serahkan ke Kecamatan dan Kabupaten serta untuk penggunaan dana desa bisa di lihat melalui aplikasi siskeudes yang telah diterapkan pelaporan keuangan desa secara online. Dalam transparansi Desa Watuliwung, dapat di lihat dari aparat desa yang mengadakan musyawarah khusus bersama masyarakat Desa Watuliwung, untuk menggolongkan dan memilih masyarakat yang tepat untuk menerima Bantuan Langsung Tunai, sesuai dengan peraturan dan persyaratan yang berlaku. Setelah musyawarah khusus selesai dan sudah menentukan siapa saja masyarakat yang berhak menerima Bantuan Langsung Tunai sesuai dengan persyaratan yang berlaku maka akan dibuatkan berita acara.
