Abstract

Desa Plunturan merupakan salah satu desa yang terletak di Kecamatan Pulung Kabupaten Ponorogo. Desa ini memiliki keunikan budaya, khususnya pada kesenian Reyog. Keistimewaan tersebut menjadi tolok ukur dalam pengembangan desa wisata berbasis kebudayaan. Dalam merintis Desa Wisata, Desa Plunturan sendiri perlu menyiapkan beberapa falitas atau akomodassi, salah satunya dengan pembentukan UMKM dalam menunjang pemenuhan kebutuhan wisatawan terkait cinderamata hingga wisata kuliner. Untuk mewujudkan hal tersebut, UMKM harus memiliki Sumberdaya Pelaku Usaha yang mumpuni pula, sehingga dibutuhkan strategi peningkatan Sumberdaya pelaku UMKM Tujuan dari adanya penelitian ini yaitu untuk mendeskripsikan dan menganalisis terkait dengan strategi peningkatan kualitas Sumber Daya Manusia pelaku UMKM melalui Community Based Tourism di Desa Plunturan Kabupaten Ponorogo. Pnelitian ini menggunakan metode kualitatif deskriptif dengan hasil berupa penerapan Community Based Tourism dalam upaya peningkatan sumber daya manusia UMKM Mugi Berkah Lestari belum bisa diimplementasikan secara maksimal, di mana dalam prinsip sosial, ekonomi, dan politik UMKM Mugi Berkah Lestari belum dapat memenuhi indikator di dalamnya, sedangkan untuk kedua prinsip lainnya, yaitu budaya dan lingkungan hidup, UMKM Mugi Berkah Lestari telah mampu menerapkannya dalam proses peningkatan sumber daya manusia. Untuk mengembangkan prinsip di atas, peneliti merekomendasikan Grand Strategy atau strategi utama, yang terdiri atas: 1) Program keberlanjutan pelatihan menuju UMKM Go Digital; 2) Pemetaan kelompok pelaku UMKM baru di setiap Dusun yang terdiri dari bidang Fashion, Agribisnis, Cinderamata, Kerajinan Tangan, dan Kuliner; 3) Pembangunan pengelolaan sampah dan pengelolaan lahan secara bersama.
