Abstract

In order for the village government to be at the forefront of public services, it is necessary to prepare and plan to realize an independent village by utilizing information technology. Therefore, in line with the aims and objectives of the bupati's policy no. 48 of 2019 challenges the Village Information System as a device and process for utilizing data and information to support Wonokerto Village community services and resource management. Wonokerto Village, Tekung Subdistrict, Lumajang Regency became the object of this research study because based on the problems found not optimizing or utilizing information technology in information disclosure, which made people have difficulty in searching for data (population, village potential, reports, planning and budgeting) that made users of information systems villages in service to a lack of transparency, and accountability The purpose of this study was to determine the supporting factors and inhibiting factors for SID (Village Information System) services in order to create information disclosure to the Wonokerto Village community. In this study, the researcher used a case study method with a descriptive qualitative approach. By conducting observations, interviews, and documentation. Researchers use the egovernment theory proposed by Stiftung (2001) in Indrajit (2005:46) what is referred to as the balanced e-government scorecard as a measure of government performance that implements e-government. Explaining the five dimensions to see the implementation of e-Government, namely: 1) Benefits 2) Efficiency 3) Participation 4) Transparency 5) Change Management. The results obtained in the study can be concluded that there are two factors. First, the supporting factors: policies that have been implemented, the existing budget in the government of Wonokerto Village, Tekung District is sufficient, and active NGO community organizations (Non-Governmental Organizations). The two inhibiting factors: limited Human Resources, lack of assistance from Diskominfo Lumajang during Village Information System training, and lack of coordination with the Diskominfo Lumajang Keywords: Village Information System, Public Service, Village Government
