Abstract

Pelayanan publik ialah kegiatan atau aktivitas dalam rangka pemenuhan kebutuhan pelayanan yang sesuai dengan peraturan perundang-undangan bagi warga negara dan penduduk atas jasa,barang,dan/atau pelayanan administratif yang disediakan oleh penyelenggara. Pelayanan publik yang optimal merupakan kewajiban dari pemerintah yang tercantum pada undang undang nomor 25 tahun 2009 pasal 1 ayat 1 yang menjelaskan tentang pelayanan publik merupakan perwujudan pemenuhan hak-hak dasar warga negara oleh pemerintah,maka dari itu dalam proses pemberian pelayanan publik dituntut untuk optimal.Dalam pengembangan smart city menggunakan e-governance ini tidak lain tidak bukan pemerintah Kota Surabaya khususnya dispendukcapil Kota Surabaya memberikan tujuan pelayanan publik yang lebih baik dan prima serta memberikan kemudahan dalam beriteraksi dengan masyarakat. Inovasi dibutuhkan dalam rangka memperbaiki bahkan meningkatkan kualitas, efisiensi dan efektivitas penyelenggaraan pelayanan publik,karena melalui inovasi dapat diciptakan sistem , metode serta teknologi yang dapat menurunkan biaya, mempersingkat waktu layanan, memangkas birokrasi.Dengan metode penelitian yang digunakan metode kualitatif. Teknik pengumpulan yang digunakan yaitu observasi, wawancara secara mendalam,eksperimen dan dokumentasi. Analisa data kualitatif merupakan analisa data yang dapat dilakukan secara simultan dengan melalui proses pengumpulan data interpretasi data serta penulisan naratif lainnya. adapun untuk proses analisa data ini berjalan beriringan dengan simultan dan juga proses lain bahkan sejak awal penelitian. Adapun hasil dari metode analisa data oleh Creswell ini dipastikan telah melewati prosedur reduksi yang telah diubah ke dalam bentuk data yang sudah diberi di kelola. Hasil penelitian berdasarkan empat indicator good governace yaitu Partisipasi Masyarakat,Transparansi,Supermasi Hukum,Efektifitas dan Efisiensi.Pemerintah membuat kompetensi inovasi pelayanan Publik adalah meraih Good governance. Karena masyarakat mengetahui aplikasi e-Klampid itu sudah masuk sebagai kebutuhan masyarakat,jadi aplikasi e-Klampid ini layanan online yang menjadi salah satu kemudahan bagi masyararakat untuk melakukan pengurusan surat pindah dan datang, kematian, kelahiran, cerai, dan pernikahan .Individu tidak harus mendatangi langsung ke tempat DISPENDUK atau Ke kelurahan sehingga masyarakat sangat efisien dan efektif.
