Abstract

The purpose of this study is to find out and describe the implementation of government policies on handling illegal coal mining in Samarinda City and to know and describe the regulations that apply in law enforcement on handling illegal coal mining in Samarinda City. Data analysis was performed with interactive models from Miles and Huberman. The results showed that the government's policy on handling illegal coal mining in Samarinda City was seen from four things. First, Communication; where there is no socialization carried out by the government regarding mining, Governor regulation number 4 of 2015 concerning Guidelines for the Implementation of NonMetal and Rock Mineral Mining Business Permits. This condition causes the public not to know in detail about mining permits so that the number of illegal mining in Samarindak City is increasing. Second, Resources; where the resources in the policy of handling illegal coal mining in Samarinda City are the local government, the licensing section and the supervision section. Third, Disposition; where the local government has the authority in terms of granting Mining Business Permits as stipulated in Law No. 4 of 2009. Fourth, Bureaucratic structure; where there are SOPs or procedures in the management of mining business permits granted by the East Kalimantan ESDM Office. The results of the study also showed that the regulation that applies in law enforcement on handling illegal coal mining in Samarinda City is Samarinda City Regional Regulation Number 12 of 2013 concerning Mineral and Coal Mining within the Samarinda City area.
