Abstract

The objectives of this study are: (1) To examine the Implementation of halal tourism development policies (Religious Tourism Studies) in Tuban Regency; (2) To study and analyze the supporting factors and obstacles to the development of halal tourism (Religious Tourism Study) in Tuban Regency; and (3) To build a conceptual model to review the appropriate halal tourism development policies applied in Tuban Regency. The method used in this study is the analytical descriptive method. The approach used is a qualitative approach. The focus of this research is the implementation of the Halal Tourism Development policy (Religious Tourism Study of the Tomb of Sunan Bonang) in Tuban Regency referring to the implementation of the policy of Law Number 33 of 2014 concerning Halal Product Guarantee (JPH). The resource persons from this research came from the government, LPPOM-MUI, business people, and the community. Data collection techniques through Depth Interview, Observation, and Documentation.Data analysis in this study was analyzed descriptively. Research obtained from stakeholders from the four speakers above revealed that the related interest groups are tourist attraction owners, Pokdarwis, tourism offices, LPPOM-MUI and business people. It is the interested parties who have an important role to implement the halal tourism development policy, but if you examine resources based on the ability to respond to policies, each resource person has different perceptions. Managers are still very minimal in the context of human awareness for the implementation of halal certification, the activities carried out are still minimal about funds and means to run the program, another thing that is considered important in the process of implementing a policy is compliance and response from implementers. Factors encouraging the implementation of halal tourism have been implemented as much as possible by the Tuban regency government, especially religious tourism objects ranging from supervision, control of liquor sales in the coastal area and appeals for Muslim / Muslim women to the people of Tuban, especially at the tomb of Sunan Bonang. Factors that hinder the implementation of halal tourism in Tuban regency have not required halal certification, the lack of understanding of the Tuban people towards halal tourism, inadequate facilities and infrastructure, there are no detailed rules related to halal tourism from the local government. Sustainable halal tourism model in the development of halal tourism that can have a long-term impact when applied. Research findings on the Application of Culture Local Wisdom Regulation based on Humanism Tourism which was formed based on the diversity of cultures and religions in Indonesia which refers to Law Number 10 of 2009 concerning tourism.
