Abstract
Tujuan penelitian adalah menganalisa implementasi Peraturan Daerah Kota Samarinda Nomor 8 Tahun 2019 tentang peran LPMK terhadap kemajuan pembangunan di Kecamatan Samarinda Utara Kota Samarinda Provinsi Kalimantan Timur dan faktor pendukung serta penghambat. Model analisis adalah model data mengalir (flow model). Hasil penelitian: a) Standar dan sasaran kebijakan mengacu pada Pasal 21 ayat (1) Peraturan Pemerintah Nomor 73 Tahun 2005 tentang Kelurahan dan Pasal 2 ayat (4) Peraturan Menteri Dalam Negeri Nomor 18 Tahun 2018 tentang Lembaga Kemasyarakatan Desa dan Lembaga Desa Adat b) Pengurus LPMK adalah masyarakat yang bukan pejabat di kelurahan, lembaga kemasyarakatan, dan bukan anggota partai c) Kecamatan dan Kelurahan saling bersinergi demi kemajuan pembangunan d) Pengurus LPMK adalah ketua, wakil ketua, sekretaris, bendahara dan kepala bidang seperti bidang agama, pendidikan dan kebudayaan, pembangunan dan lingkungan hidup, pemberdayaan ekonomi koperasi, UMKM, dan kesejahteraan sosial e) Kondisi sosial, politik dan ekonomi menunjukkan adanya pemikiran masyarakat bahwa pembentukan LPMK tidak diperlukan karena sudah ada aparat pemerintahan di tiap kelurahan f) Disposisi implementor menunjukkan yang terlibat dalam implementasi Peraturan Daerah ini adalah Camat, Lurah dan masyarakat yang ada di Kecamatan Samarinda Utara. Faktor pendukung adalah adanya sinergi dari Kecamatan dan Kelurahan di Samarinda Utara dengan LPMK demi kemajuan pembangunan di Kecamatan Samarinda Utara dan faktor penghambat adalah pemikiran masyarakat tentang tidak perlu ada LPMK karena sudah ada aparat pemerintahan di setiap kelurahan.
