Abstract
Bali merupakan daerah tujuan wisata tidak hanya bagi wisatawan lokal namun juga bagi wisatawan global Ironisnya sebagai daerah tujuan wisata populer tanah pertanian Bali rentan terhadap tekanan akibat pariwisata itu sendiri. Kenyataannya terjadi alih fungsi tanah pertanian menjadi tanah non-pertanian yang difasilitasi oleh kebijakan pemerintah setempat. Penelitian ini bertujuan untuk menganalisis (1) kebijakan Pemerintah Kabupaten Gianyar dalam Pelestarian Subak di Kecamatan Sukawati dan Kecamatan Ubud Kabupaten Gianyar Bali; (2) Implementasi Kebijakan Dalam Pelestarian Subak di Kecamatan Sukawati dan Kecamatan Ubud Kabupaten Gianyar Bali; dan eksistensi awig-awig di Tengah Kebijakan Pemerintah Daerah Dalam Pelestarian Subak di Kecamatan Sukawati dan Kecamatan Ubud Kabupaten Gianyar Bali. Metode penelitian ini menggunakan pendekatan penelitian kualitatif. Teknik pengumpulan data yang digunakan meliputi pengamatan/ observasi, wawancara mendalam, dokumentasi dan pengumpulan data secara online. Teknik analisis data ini menggunakan teknik analisis data kualitatif dengan model interaktif dari Miles dan Huberman. Hasil penelitian menunjukkan (1) kebijakan Pemerintah Kabupaten Gianyar dalam Pelestarian Subak di Kecamatan Sukawati dan Kecamatan Ubud Kabupaten Gianyar Bali dipengaruhi oleh (a) karateristik dari masalah (tractability of the problems) atau mudah/tidaknya masalah kebijakan; (b) karateristik kemampuan kebijakan/undang-undang (ability of statute to structure implementation); dan (c) variabel di luar kebijakan yang mempengaruhi proses implementasi (nonstatutory variables affecting implementation); (2) Implementasi Kebijakan Dalam Pelestarian Subak di Kecamatan Sukawati dan Kecamatan Ubud Kabupaten Gianyar Bali; dan eksistensi awig-awig di Tengah Kebijakan Pemerintah Daerah Dalam Pelestarian Subak di Kecamatan Sukawati dan Kecamatan Ubud Kabupaten Gianyar Bali diantaranya (a) dengan mengintensifkan implementasi filsafat Tri Hita Karana; (c) pengendalian alih fungsi lahan sawah; dan (c) upaya revitalisasi peran subak dalam pengelolaan sumber daya air. Mengingat filsafat Tri Hita Karana merupakan roh dari persubakan, maka sebagai upaya untuk melestarikan subak salah satunya dengan mengintensifkan atau memperkuat implementasi Tri Hita Karana; (3) eksistensi awig-awig di Tengah Kebijakan Pemerintah Daerah Dalam Pelestarian Subak di Kecamatan Sukawati dan Kecamatan Ubud Kabupaten Gianyar Bali makin hari makin memudar. Upaya agar keberadaan awig-awig subak mendapat pengakuan kembali salah satunya dilakukan melalui revitalisasi awig-awig subak melalui membedah dan menganalisis content awig-awig subak, yang selanjutnya diperkuat dengan aturan-aturan tertulis yang contextual dengan pencegahan alih fungsi lahan pertanian secara tegas.
