Abstract

Konflik di Laut China Selatan semakin hari dipandang makin serius. Meskipun Indonesia adalah negara non-claimant, Indonesia berperan untuk memfasilitasi dan menyelesaikan konflik dikarenakan perairan Indonesia, yaitu Laut Natuna Utara menjadi wilayah yang masuk dalam klaim teritorial. Penyelarasan ZEE dan Sembilan Garis Putus memiliki implikasi ekonomi dan pengaturan pertahanan regional. Artikel ini menggunakan metode analisis kualitatif untuk mengeksplorasi tiga tujuan. Pertama, menganalisis implementasi kebijakan diplomasi pertahanan Indonesia dalam mengupayakan stabilitas keamanan di kawasan Laut China Selatan. Kedua, menganalisis faktor-faktor yang mempengaruhi dalam implementasi kebijakan diplomasi pertahanan Indonesia dalam mengupayakan stabilitas keamanan di Kawasan Laut China Selatan. Ketiga, membuat model ideal implementasi kebijakan diplomasi pertahanan Indonesia dalam mengupayakan stabilitas keamanan di Kawasan Laut China Selatan ditinjau dari lingkup ASEAN. Berdasarkan hasil penelitian dapat disimpulkan bahwa pelaksanaan implementasi kebijakan diplomasi pertahanan yang dilakukan oleh Indonesia mencakup karakteristik diplomasi pertahanan, dengan melakukan usaha pembuatan ROE (Aturan pelibatan) yang jelas dalam menangani konflik di Laut China Selatan. Faktor-faktor yang mempengaruhi dalam implementasi kebijakan diplomasi pertahanan Indonesia dalam mengupayakan stabilitas keamanan di Kawasan Laut China Selatan adalah kurangnya pengimplementasian karakteristik baru pada ADMM dan ADMM-Plus oleh para pemimpin ASEAN yang fokus menangani masalah Laut China Selatan melalui Kerjasama Praktis dan protokol diplomatik dengan mengedepankan perdamaian dalam bentuk introperabilitas kerja sama pertahanan. Model ideal implementasi kebijakan diplomasi pertahanan Indonesia dalam mengupayakan stabilitas keamanan di Kawasan Laut China Selatan ditinjau dari lingkup ASEAN adalah menyarankan dan mengupayakan pembentukan karakteristik baru dalam ADMM dan ADMM-Plus ASEAN yang lebih fokus dalam menjaga stabilitas keamanan di Laut China Selatan.
