Abstract

The Regional House Representative and Local Government is a symbolic representation of people's sovereignty in regional government management. Members of the Regional House of Representatives and Local Government represent their constituents and must fight for their goals, which are linked to the rights and needs of their constituency, for the greater good. This is in line with Pancasila's fourth principle, which states that democracy is guided by knowledge through discourse and representation. According to Pancasila's fourth argument, democracy is founded on the wisdom of deliberation and representation. People must make introspection a priority if they are to fight for their rights in all elements of life that affect their livelihood and needs. Legal issues that arise are 1) The urgency of regulating the results of the absorption and collection of constituent aspirations by members of the Regional House Representative and the Local Government for the preparation of the Regional Budget. 2) The concept of regulating the results of the absorption and collection of constituent aspirations by members of the Regional House Representative and the Local Government for the preparation of the Regional Budget. This research uses normative research methods, such as examining legal materials in the form of laws and regulations related to issues, as well as a combination of perspectives, such as legislative, conceptual, and philosophical approaches. The Ius Contituendum concept of regulating the results of the absorption and collection of constituent aspirations for the preparation of the Regional Budget is: a) The preparation of the Regional Budget must be carried out based on the principles of Good Financial Government by prioritizing Meaningful Participation; b) Main thoughts of Regional House Representative and the Local Government members to prepare Regional Budget must be accommodated to create Bottom-Up Development in realizing people's welfare; c) Aspiration Funds (Preferred Regional Development Program Fund) must be included in Regional Budget preparation.
