Abstract

The Covid - 19 pandemic that has hit every country , especially Indonesia , has an impact that forces the government and society to be able to adjust to avoid Covid - 19 , thus creating a new lifestyle called the new normal . There are several actions taken by the government such as establishing health protocols that must be obeyed and obeyed by the Indonesian people and various kinds of education on how to take care of and maintain themselves to avoid Covid - 19 . Exercising is one of the ways that a person can avoid this outbreak and what has been crowded until now is exercising by cycling . With the peak of bicycle users , it has a negative impact on other road users such as motorcycles and cars , this is because cyclists who sometimes do not use bicycle lanes as they should , do not heed the traffic signs and drive in a row of more than 2 ( two ) bicycles , thus causing problems ranging from traffic jams , cyclists who are almost hit by motor vehicles and accidents - small accidents that do not cause injuries . Therefore , this research was carried out to find solutions or answers to the existence of blur or legal vacuum related to cyclists . This research using normative research methods can be interpreted as legal research at the level of norms , rules , principles , theories , philosophies , and legal rules .
