Abstract

Dalam rangka upaya untuk tetap menjaga keamanan aset milik BUMN yang bersifat vital dan strategis, penegakan hukum dalam hal tersebut juga perlu dilakukan. Setiap organisasi perusahaan baik swasta maupun Pemerintah tentunya memiliki aset yang mempunyai nilai ekonomis jangka panjang, dimiliki perusahaan untuk menjalankan operasi guna menunjang perusahaan dalam mencapai tujuan. Karena fungsinya sebagai penunjang perusahaan, maka setiap aset yang dimiliki haruslah dikelola dengan efektif dan efisien sehingga aset tersebut dapat memberikan manfaat tertinggi bagi perusahaan. Sehingga penting adanya sebuah tindakan pendayagunaan aset bagi dalam suatu perusahaan. Pendayagunaan aset yang juga dikatakan sebagai manajemen aset merupakan pengelolaan kekayaan yang mencakup proses merencanakan kebutuhan aset, mendapatkan, menginventarisasi, melakukan legal audit, menilai, mengoperasikan, memelihara, membaharukan atau menghapuskan hingga mengalihkan aset secara efektif dan efesien. Dalam Peraturan Pemerintah Nomor 27 Tahun 2014 tentang Pengelolaan Barang Milik Negara/Daerah mengamanatkan kepada Pengguna Barang melakukan pemantauan dan penertiban terhadap penggunaan, pemanfaatan, pemindahtanganan, penatausahaan, pemeliharaan, dan pengamanan Barang Milik Negara/Daerah yang di bawah penguasaannya. Pelaksanaan pemantauan dan penertiban terhadap penggunaan pemanfatan, pemindahtangan penatausahaan pemeliharaan dan pengamanan Barang Milik Negara/Daerah tersebut diperlukan untuk mewujudkan tertib pengelolaan Barang Milik Negara (BMN) yang tercermin dalam tertib hukum, tertib administrasi, dan tertib fisik. Dalam penyalahgunaan aset properti yang saat ini masih terus ditangani oleh PT. PLN (Persero) dengan tidak mudah maka dengan ini akhirnya salah satu upaya yang dilakukan PT. PLN (Persero) agar aset tersebut tidak disalahgunakan lagi yaitu dengan salah satu cara pengamanan dan pendayagunaan aset properti. (In the context of efforts to maintain the security of assets belonging to SOEs that are vital and strategic, law enforcement in this regard also needs to be carried out. Every company organization, both private and government, certainly has assets that have long-term economic value, owned by the company to carry out operations to support the company in achieving its goals. Because of its function as a supporter of the company, every asset owned must be managed effectively and efficiently so that these assets can provide the highest benefits for the company. So it is important to have an act of utilizing assets in a company. Asset utilization which is also known as asset management is wealth management which includes the process of planning asset needs, obtaining, taking an inventory, conducting legal audits, assessing, operating, maintaining, renewing or eliminating assets to transfer assets effectively and efficiently. In Government Regulation Number 27 of 2014 concerning Management of State/Regional Property, it mandates that Property Users monitor and control the use, utilization, transfer, administration, maintenance, and security of State/Regional Property under their control. The implementation of monitoring and controlling the use of utilization, transfer of administration, maintenance and security of State/Regional Property is needed to realize the orderly management of State Property (BMN) which is reflected in legal order, administrative order, and physical order. In the misuse of property assets which is currently still being handled by PT. PLN (Persero) is not easy so with this finally one of the efforts made by PT. PLN (Persero) so that these assets are not misused again, namely by one way of securing and utilizing property assets.)
