Abstract

Undang-Undang No. 6 Tahun 2014 tentang Desa, menjelaskan Desa mempunyai kewenangan mengatur rumah tangga sendiri salah satunya memberikan kesejahteraan bagi masyarakat desa melalui pemberdayaan masyarakat dan pembangunan desa untuk dapat memberikan kehidupan kesejahteraan sehingga perlu digali potensi lokal yang ada pada desa. Dalam Undang-undang No. 6 Tahun 2014 Tentang Desa ada beberapa pasal yakni pasal 112 hingga pasal 115 yang menunjukan peran pentingnya Pemerintah Daerah dalam menunjang pembangunan desa. Namun Undang-undang No. 23 Tahun 2014 tentang Pemerintah Daerah yang menjadi salah satu dasar hukum bagi peraturan-peraturan pemerintah daerah tidak memberikan pengaturan yang jelas dan selaras dengan UU No. 6 Tahun 2014 Tentang Desa, di lain sisi UU No. 23 Tahun 2014 tentang Pemerintah Daerah juga tidak mengamanatkan bagaimana bidang sektoral (Perangkat daerah) tingkat kabupaten dapat berkoordinasi dengan desa dalam penyediaan layanan dasar disamping memberikan pembinaan dan pengawasan (Binwas) yang bersifat teknis kepada desa, dan hanya mengamanatkan urusan desa kepada satu bidang saja, Hal ini menyebabkan permasalahan di lapangan yang menjadikan dukungan Pemerintah Daerah terhadap Pembangunan Desa menjadi semakin kecil.
