Abstract
The Government of Indonesia through the Ministry of Social Affairs issued the Family Hope Program (PKH), the program can be said to be a community empowerment program because its goals and targets are directly aimed at improving the economy, education and health of poor beneficiary families. This study aims to determine the community empowerment applied by PKH facilitators in Buduran District to KPM and to determine the supporting factors and inhibiting factors for KPM empowerment through PKH assistance. This study uses a qualitative type of research with a descriptive approach, which focuses on empowering KPM through PKH assistance and looking at the supporting and inhibiting factors for KPM empowerment. The research location is in several villages in Buduran District, with research data collection through direct observation then conducting interviews and taking documentation as research evidence. For data analysis, data reduction methods are used in detail so that they can be presented in full and after that conclusions are drawn. Based on the results of research conducted, that empowerment of KPM through regular group meetings and changing the mindset of KPM so that KPM can motivate them to try new things that are more useful, PKH facilitators carry out facilitation, mediation and advocacy functions for PKH KPM in accessing health, education, welfare facilities social welfare and ensure that the PKH KPM fulfills its obligations according to the terms and conditions for a better KPM change. It can be concluded that the empowerment of KPM through PKH mentoring has been optimal and good cooperation between PKH and KPM facilitators has become a successful achievement in empowering KPM in Buduran District.
