Abstract

The government has the authority and responsibility in providing public welfare through public services. Public service is an assessment of the performance carried out by the government in dealing directly with the needs of its people. So that in its implementation it is necessary to have a party or facilitator who can be a bridge between the public and the organization, namely PR. Public Relations has a management function, namely as a communication facilitator by holding the task of receiving and conveying information from within and from outside the organization to assist the operational performance of the organization and can serve as a forum for conveying the wishes, goals and policies desired by the organization to the public. This study aims to determine the function of Public Relations as a Communication Facilitator in Handling Public Complaints at Diskominfo Mojokerto City based on the Two-way Symmetrical Model concept from James E. Grunig. This study uses a qualitative method with a descriptive type that aims to obtain correct and objective data. The technique used in data collection is by observation, interviews and documentation. The object of this research is the Department of Communication and Information of the City of Mojokerto. The results of this study are the complaints sub-sector in carrying out its function as a communication facilitator with the community regarding the handling of complaints using two-way communication between the community and the OPD that is well established, where the community can easily submit complaints and complaints are resolved properly by the relevant OPD and the community can provide feedback directly through social media regarding service satisfaction and follow-up on complaints.
