Abstract

The role of a birth certificate is very important because with a birth certificate, a child has legal evidence of his status as a legal child in the eyes of the law, and obtains a definite position as an Indonesian citizen. However, the community still does not understand the importance of having a birth certificate in the life of the nation and state. A birth certificate is strong evidence of the existence of a child because the birth certificate clearly states the day of birth, place of residence, date of birth, month of birth, and year of birth and it clearly states the names of the parents who gave birth. The importance of recording population events is a form of community compliance with applicable laws, this is in accordance with Article 2 of the 1945 Constitution which explains that Indonesia is a state based on law. The form of community legal compliance is from the moment a person is born, by recording authentic evidence for his civil rights in the form of a birth certificate, a birth certificate is the beginning of registering a citizen before the law. This research was conducted by the author with the aim of further measuring how big the level of participation of the Perak Timur community in the ownership of a birth certificate is. The type of research used in this research is descriptive quantitative, namely explaining the relationship between variables by analyzing data in the form of numbers using statistical methods through hypothesis testing. The data collection technique used the questionnaire method, namely by giving a set or written questions or questions to respondents to answer. This research uses the theory proposed by Keith Davis which has three indicators, namely individual mental and emotional involvement, individual motivation and individual responsibility. Researchers can conclude that the level of community participation in the ownership of birth certificates in the Perak Timur sub-district is still low, this is evident from the level of community participation which reaches 63.41% of the hypothesized maximum number, which is 80%.
