Abstract
The Indonesian government has made a policy in an effort to overcome the case of the spread of Covid-19, namely the Covid-19 vaccination program. Gubeng Village is one of the villages in the Surabaya City area with a fairly dense level of community mobility. With such a density of people, the Kelurahan implements a COVID-19 vaccination policy. The purpose of this study was to identify and analyze the implementation of the COVID-19 vaccination policy in Gubeng Village, Surabaya. The research method used is descriptive qualitative research method. The collection techniques used are observation, in-depth interviews, and documentation. Data analysis techniques include data collection, data reduction, and drawing conclusions. The results of the study were based on four indicators of Communication, Resources, Bureaucratic Structure, Disposition, which were able to reduce cases of patients exposed to COVID-19 and provide a good understanding of the community's assumptions regarding negative things about vaccination. The conclusion obtained in this study is that the implementation of the Covid-19 vaccination policy in Gubeng Village has been successful and is running well. The routine socialization is a form of continued assistance in order to strengthen the capacity of implementers and targets in implementing the program.
