Abstract

Pemerintah Kabupaten Kuantan Singingi diharapkan mampu menyelesaikan masalah penambangan emas tanpa izin yang menjadi tanggung jawab besar pemerintah. Karena menyebabkan banyaknya terjadi kerusakan lingkungan dan mengancam keberlangsungan hidup manusia dan ekosistim disekitarnya. Jaringan kerjasama multi aktor diharapkan dapat memberikan berbagai dampak positif, antara lain meningkatkan komitmen Pemerintah Daerah dalam meningkatkan rasa memiliki dan tanggung jawab masyarakat dalam memanfaatkan dan memelihara hasil pembangunan, menjamin keberlanjutan, dan meningkatkan kepercayaan masyarakat dan swasta terhadap Pemerintah. Tujuan dari penelitian ini adalah Untuk mengetahui dan menganalisis Implementasi Kebijakan Penanggulaan Penambangan Emas Tanpa Izin di Kabupaten Kuantan Singingi. Dan Untuk membuat Model Implementasi Kebijakan dalam Penanggulangan Penambangan Emas Tanpa Izin di Kabupaten Kuantan Singingi. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif. Penelitian kualitatif merupakan penelitian yang ditunjukan untuk mendeskripsikan hasil riset dengan menggunakan landasan teori sebagai acuan dalam menganalisis hasil penelitian. Sedangkan jenis penelitian yang digunakan adalah case study atau studi kasus. Hasil penelitian menumakan Identifikasi dalam konteks ekonomi politik. Legalitas dan aturan pertambangan yang tidak jelas menyebabkan terjadinya pertambangan emas tanpa izin dan di dukung dengan keadaan ekonomi masyarakat yang rendah. Management stakeholder masih di dominasi peran pemerintah sedangkan dalam peran aktor lainnya belum ada keseimbangan terutama masyarakat dalam upaya pendekatan persuasif. Joint visioning pemerintah daerah sebagai fasilitator jaringan belum sepenuhnya langsung mengawasi pelaksanaan kebijakan sebelum kebijakan di mulai maupun setelah kebijakan dilaksanakan. Koordinasi dalam jaringan kebijakan publik belum menjadi fokus dalam policy network theory sehingga menjadi kebaruan atau novelty dalam penelitian ini
