Abstract
Terrorism is one of the crimes that fall into the category of extraordinary crimes which needs extra action in tackling this crime. Within the body of the National Police there are special assigned units and become the frontline to tackle terrorist acts by terrorism, which can then be we call it Detachment Special Unit 88 or Detachment 88. Many acts of terror have been completely crushed by this special unit, one of the most remembered is the bombing case in three churches in Surabaya on 13 May 2018, much praise from the public for the Detachment 88 which has thoroughly investigated the case, but many also do not realize by the public how Detachment 88 in the process of arrest often committed acts of violence that resulted in death, in addition to having injured the constitutional rights of the suspect, Detachment 88 has committed an Extra Judicial Killings.
