Abstract
The development of the progress of the Regulations and the paradigm of the Village Regional Government with the passing of Law Number 6 of 2014 concerning Villages. The Central Government has the obligation to realize village programs through the provision of village budget funds by following up on Government Regulation Number 60 of 2014 concerning Village Funds sourced from the National Budget. It is expected that all village community interests and needs can be accommodated with greater opportunities for villages to manage their own governance. and equitable distribution of development is expected to improve the welfare and quality of life of rural communities, but has not been followed by the preparation of human resources (HR) both village heads and their tools to understand the implementation of regulations that are always evolving so that there is a lot of misuse of village funds management by village heads and village officials who entered the realm of law, namely to Law Enforcement Officials (APH). The purpose of this study was to determine and analyze the position of village clinics in East Java as an effort to prevent not criminal corruption of village funds.This research method focuses on the study or study of positive law (statutory law) that is normative. The result is expected that the village head and village apparatus are able to properly manage village finances in accordance with applicable regulations so as to minimize the forms of errors both administrative and non-administrative and provide input on improving and improving village fund management. It is expected that the existence of village clinics as an effort to prevent criminal acts of village funds corruption.
