Abstract
In the development bank credit takes a lot of parties in managing the economic life better. The need for bank credit is not only needed by people whose income is not fixed, but also the public fixed income such as the Civil Service. With offers Decree First Appointment to the Decree of the Last Ranks as a civil servant. Based on these problems conducted research with the aim to find out about: 1) Are the Decree of the Civil Service including objects that can be pledged? 2) How to remedy creditor if the debitor Default? The method used in this study is a normative legal research that uses systematic study of the law because the research is carried out on materials of primary and secondary law. Terms of reference used were basic notions contained in the legal system. This legal research using several approaches, namely legislation and conceptual approaches. Results from this study is that the Civil Service Decree not including objects that can be guaranteed because it can not be transferred or executed. And when a debtor Default The Bank as the creditor already has a legal efforts to resolve the issue.
