Abstract
Recently it seems that the head of regency wins the election only with votes below 20 percent of the voter number. Because basically, a leader gains big legitimation from society that can absolutely make them easier in leading. There are some districts that become the research places such as Jember, Malang, Bojonegoro, Tuban, Lamongan and Sidoarjo district because in those districts, the percentage of elected-candidate voters in 2020 simultaneous election of East Java was below 50 percent. The research methodology used is qualitative-quantitative approach with a phenomenological basis. The result shows that the participation of East Java society in 2020 simultaneous election is high enough. This is proven with the voter number which increased 70 percent and the abstention number decreased with less than 50 percent in 2020 election. The legitimation of power in 2020 election went down or had not enough legitimation. This occured because in Bojonegoro, Lamongan, Tuban, Sidoarjo, Jember and Malang district, the voter percentage of winners was less than 50 percent. The system development of new election has full-power legitimation as followings: First, improving the digitalbasis election system. Second, having early election socialisation. Third, politic education which is developed by politic party through politic school program with the compatible teachers. Fourth, applying a model with button up system through full participation of society that will result more suitable election pattern with the conditions and wishes of society so that society can give a full power (full legitimation) to conduct district government.
