Abstract

In diversity, Indonesia is a country rich in tourism potential. Indonesia has tourism potential in all aspects throughout the archipelago, one of which is historical tourism or often referred to as heritage tourism. Heritage tourism is closely related to Indonesia because Indonesia has many historical places with a background in the struggle of the Indonesian people in seizing independence. The city of Surabaya is the capital of East Java and is widely referred to as the second largest city after DKI Jakarta. The city of Surabaya which is synonymous with the title of the City of Heroes because it is a city where it is a witness to how the struggle of the Indonesian people was taken into account in seizing independence from the hands of the invaders. Until now, there are still many places and buildings that exist at various points in the city of Surabaya, which has a lot of history in every corner of the city. Kampung Lawang Seketeng is one of the oldest villages in the city of Surabaya which has existed since 1893. Kampung Lawang Seketeng or currently known as the Kampung Heritage Lawang Seketeng is one of the historical tourism potentials in the city of Surabaya which has been designated as a heritage tourism object in November 11, 2019. To achieve the goal of developing tourism potential, there are parties who are responsible for managing related development. In this study, the party who plays a role in the development of heritage tourism potential of the Lawang Seketeng Heritage Village is the Surabaya City Culture and Tourism Office. By using a descriptive qualitative research method that uses the theory of Pitana and Gayatri in the role of motivator, facilitator, and dynamist, this research is aimed at understanding the role of the Departement of Culture and Tourism Surabaya City in developing the potential for heritage tourism considering the role of the Surabaya City Culture and Tourism Office. very necessary because as a driving force in the development of the heritage tourism object.
