Abstract

Surabaya City Government has received an international award as a city organizing inclusive schools in 2014. Researchers see that there are still problems that need to be resolved immediatel. The current study is entitled The Implementation of Inclusive Education for Children with Special Needs in Surabaya City. The research objective is to find solutions so that the implementation of inclusive schools in Surabaya can be optimized. Researchers used George Edward III's public policy implementation theory and the method used in this research was descriptive qualitative with a phenomenological approach. The results of the analysis and discussion that the communication factor is still found communication has not been going well, between the formulator, executor and policy recipient. On the factor of resources is still limited so that the fulfillment of special tutor is not as expected, the availability of special education teacher is still limited, as well as supporting facilities. On the disposition factor, it was found that the commitment of the Surabaya City Government to organize inclusive schools but still could not meet the ideal Special Education Teacher, fulfillment still relied on regular teachers who were given training, according to existing regulations Special Education Teachers had Special Education background. In the bureaucratic structure factor, it was still found that each school designated as an inclusive school organizer used standard procedures that were not the same. The supporting factor finding is the existence of regulations that support the implementation of inclusive schools, while the significant inhibiting factor is the availability of budget for the procurement of ideal Special Education Teachers is still minimal, other findings that to get the recruitment of Special Education Teachers the source of Special Education is also very limited. The implication of the findings on the theory of George Edwad III of the Special Education Teacher model is the recruitment of Special Education Teachers through the results of the educational scholarship program provided by the Special Education Teacher training. As a conclusion of this research, the implementation of inclusive education policies in the city of Surabaya has not been optimal in the recruitment of Special Education Teachers and as a recommendation that the implementation of inclusive education must be immediately evaluated, and carry out the researchers' findings.
